Aside from the museums, DC is just a little bit bland and uninteresting. Baltimore has better food, a better local music scene, a better visual arts scene, and a more unified local culture that makes it an interesting place to visit.

IMHO, there's a lot more to see and do in DC--museums, monuments, the zoo, and fun/historic neighborhoods to explore (like Georgetown, Penn Quarter/Chinatown).
