I was running my Linux in a VM and I was running the commands on a shared folder, which I assume the VM doesn't have full access to (it's a shared folder, of course it wouldn't), I copied the folder from the shared directly to a more local location in the VM and it worked. Admin is not the same as root. That is my 2 cents. As admin try using 'sudo ln source/test.txt destination/' You might also want to start using the -s flag.
