Webtry selecting the 3 verts and just pressing F pressing f just once should create a single face out of the verts selected. The only thing I can think of is that one of those three vertices is actually two in the same place, but not connected with an edge. If that's the case, Blender would have no idea how you wanted it to make a face there, so ...
